The Great Treaty
Preamble
We are the Others,
We serve differing forces,
but in the gloom there is no difference
between the lack of darkness
and the lack of light.
Our fight is capable of destroying the world.
We have signed a truce regarding the armistice.
Each party shall live according to their laws,
Each party shall have their own rights.
We have restricted our rights and our laws.
We are the Others.
We’ve established the Night Watch
so that the forces of the light may
watch over the forces of the dark.
We are the Others.
We’ve established the Day Watch
so that the forces of the dark may
watch over the forces of the light.
Time shall decide our fate.
Implementation rules
I. Fundamental rights and fundamental duties
Article 1 – The Great Treaty
1. The Great Treaty is unimpeachable. It shall only be read aloud. To honor and to protect is the duty of all Others.
2. All Others are equal. No one shall be discriminated against because of his or her affiliation to the light or dark side. No one shall receive preferential treatment because of his or her affiliation to one of the two watches or to the inquisition.
3. Night and Day Watch shall watch over the keeping of the regulations by the other party which are laid down in the appendix. The inquisition shall control all disputes between the watches; she is committed to neither the powers of the light nor the powers of the dark, but her duty lies alone in the protection of the Great Treaty and its appendix.
Article 2 – Individual and institutional rights of freedom
1. No one shall be forced to serve in one of the watches or the inquisition.
2. No one shall be influenced in his or her decision for the light or dark side.
3. No Other and no institution of the Others shall have the right to enter the residence of any Other without his or her consent, unless the Great Treaty is being violated or is in danger thereof.
4. Detailed regulations regarding the entrance of residences by vampires are laid down in § 4 second section of the appendix.
II. Rights of Night Watch and Day Watch
Article 1 – Right of expansion
1. Each watch shall have the right to recruit new Others.
Article 2 – Right of development and execution of individual powers
1. Both watches have decided on the scale of magical activity of their supporters according to their individual powers and individual grades as it is laid down in the second section of the appendix in §§ 12 – 25.
2. Both watches have decided on which rights are to be granted to their minorities as it is laid down in the second section of the appendix in §§ 26 – 30.
III. Rights of individual Others
Article 1 – Protection of body
1. Light Ones shall have the right to protect themselves against the dark by usage of artefacts; Dark Ones shall have the right to protect themselves against the light by usage of artefacts.
Article 2 – Rights and duties of family
1. The Other shall inform his or her family about his or her nature, but is not required to do so.
2. Position of family members may be improved by magical intervention.
3. Family members shall not be defined by license as source of nourishment for vampires; details are laid down in § 41.
4. Animalpeople and vampires shall have the right to initiate their family members; details are laid down in § 43.
IV. Freedom of movement
Article 1 – Rights and duties of Others
1. All Others shall have freedom of movement.
2. Place of living shall to be reported to the relevant watch as it is laid down in § 51.
3. Vampires and animalpeople shall be required to register with local watches for temporary residence if staying for more than 24 hours at one place which is not the permanent residence. Details are laid down in § 52.
V. The Judiciary
Article 1 – Jurisdiction
1. Watches shall clarify infringements of the laws by individual Others between themselves.
2. The inquisition shall call for a tribunal in matters of breaches of the Great Treaty.
Article 2 – Finding of justice
1. During a trial the inquisition shall have the right for memory inversion of the defendant or of witnesses in the course of establishing the truth to reveal the saved information.
2. Individual Others shall have the right to search the memory of Others and of humans for specific information.
VI. Right of economic activity
Article 1 – Economic self-determination of watches
1. Both watches shall be allowed to establish various subsidiaries to ensure economic independence.
2. Members of the watch shall use restricted powers to ensure the economic well-being of their watch in the human world as it is laid down in § 74.
3. Others who do not work for the watch shall be allowed to use their magic powers within the framework laid down in §§ 12 – 25 to work in the human world.
VII. Thought Control
Article 1 – Individual Thought Control
1. Others ought to suppress any thought that contradicts the Great Treaty.
2. Each Other will assume responsibility for his or her thoughts that may harm any Other or any human as it is laid down in §§ 101 – 127.
